Changes to the PVG Scheme from 1st April 2026

From April 2026, changes to the PVG Scheme will come into effect as part of the ongoing implementation of the Disclosure (Scotland) Act 2020.  These changes are designed to streamline the disclosure system and enhance safeguarding arrangements for individuals working with children and vulnerable adults.

Anyone joining the PVG scheme on or after 1 April 2026 will now have membership that lasts five years after which it must be renewed if the individual continues to carry out a regulated role.  This new 5-year scheme replaces the lifetime membership scheme.

Current PVG scheme members will not move to the new five-year membership immediately.  Disclosure Scotland will switch existing members to the new scheme in a phased transfer process.

No immediate action is required from organisations or existing PVG members ahead of the change.  Employers and individuals should continue submitting PVG applications in the usual way.  Organisations should notify Disclosure Scotland when an employee stops carrying out a regulated role and ensure staff understand the new renewal requirement for PVG membership.
